The RISE Program (Restoring Individuals Safely and Effectively) is a jail-based competency restoration program established through a collaboration between the Colorado Department of Human Services, Office of Behavioral Health, Arapahoe County Sheriff’s Office, and Wellpath Recovery Solutions. Wellpath was awarded the initial contract through a competitive procurement process in 2013 and subsequent contract expansions in 2015 and 2018.


The RISE Program embraces recovery-oriented, trauma-informed care for all patients. The recovery model promotes patient choice and tailors treatment to meet individual needs based on the assessments of a multi-disciplinary treatment team.


Competency restoration services for individual found incompetent to proceed to trial, including assessment and evaluations, individualized treatment planning, individual and group treatment, psychiatric services, psychological services, medication and medication monitoring, and discharge and re-entry planning. The RISE Program also includes a partnership with the University of Colorado at Denver Forensic Psychiatry Fellowship Program to provide psychiatric fellow rotations.
